Do you know the difference between the Jungle and Zoo? The animals look the same except that the zoo animals have food at set times and sleep at noon (no stress of tomorrow), and the animals in the jungle eat when they catch and sometimes, they are also caught in their turn.

This is the reality today in the Romanian defense industry, state versus private.

We operate in a motley, disorganized, mercantilist industry, adapted to the Romanian market of supplying imported products/solutions on demand. The Research and Development (R&D) area is weak, sometimes non-existent, with no further acquisition of developed products.

A change is needed, first and foremost in the attitude of government agencies towards the private environment. The “similar experience” part of the tender positions us (private companies in Romania) often as “second-hand” for foreigners, although this is far from the case.

As founder of the only company in Romania certified at NATO level, BlueSpace Technology, I wish along with my team to meet the beneficiary with modern solutions, to inform and make him aware of the technological solutions required, to be partners in our country.

These are 3 important pillars around which I believe we must take immediate action: education and research, state defense industry and private defense industry.

Interconnection between educational institutions and private entities for continuous coordination of testing and subsequent marketing of the product in the national economy is a priority. We need the projects developed by governmental research and educational entities to be sold/put at the disposal of Romanian national companies.

Stimulating research can be achieved by launching procurement-type R&D projects (e.g. the American model) – at the end of a competition based on analysis and operational testing there should be a clearly defined procurement from the beginning. In state industry organization and restructuring by market direction and category is required, outsourcing and pooling of indirect services, hiring experienced managers from the private sector and introducing KPIs, partnering with internal and external private units to develop new products and purchasing licenses to accelerate the introduction of new products to the market. Last but not least, private industry must be at the decision-making table that influences the whole industry, and this requires facilitating partnerships with the Romanian state-owned industry, meetings with end-users and identification of technological needs and obtaining forecasts from government agencies for the coming years so that we can have a coherent investment strategy.

BlueSpace Technology delivers hydrographic research vessel “Ocean 2” to the Romanian Naval Forces

BlueSpace Technology, through Emi Shielding SRL, announces the delivery of the hydrographic and oceanographic research boat “Ocean 2” to the Maritime Hydrographic Directorate, a component structure of the Romanian Naval Forces, thus contributing to the development of hydrographic and oceanographic capacity and to the increase of maritime navigation safety in the Romanian Black Sea area of competence.

“We are marking a new milestone for our company, namely the delivery of the Ocean 2 to the Romanian Naval Forces. Knowledge is, without a doubt, power and it is a professional satisfaction for us to be able to contribute, with the equipment and the technical equipment on board, to the expansion of the official Romanian hydrographic and oceanographic database. In this context, we would like to mention that in 2021 we participated in the supply of the first boat of this type, namely Ocean 1 also for the same beneficiary. We hope that both boats, with the related equipment, will support military hydrographers in carrying out scientific research activities at the highest standards. The Ocean 1 and Ocean 2 catamarans are the subject of a contract awarded by the Ministry of National Defense in which the BlueSpace Technology concern played a decisive role, given both the restrictions imposed by the pandemic period and the rise in the price of raw materials worldwide. The aluminum catamarans were designed and built in partnership with the Feratto shipyard in Italy, based on the principle of excellence in science and technology.

“The launch-recovery structures of the research sensors were designed, manufactured and installed in Romania by our specialized teams. State-of-the-art navigation systems and specific hydrographic and oceanographic research equipment have been integrated into the vessel’s equipment for high-resolution seafloor surveys, as well as for the measurement of physical-chemical parameters of seawater. ” Added Constantin Pintilie, founder of BlueSpace Technology.

The boats will be used both inland, and as well as in coastal areas, complementing the effort of Romanian specialists to increase the official hydrographic and oceanographic data base, to investigate and understand in depth climate change and sea pollution.

On 22 February, the Romanian Naval Forces marked this important moment with the entry into service of the Maritime Hydrographic Directorate of the hydrographic research barge “Ocean 2”. The Chief of Naval Staff, Vice Admiral Mihai Panait, attended the christening of the ship.

The Ocean 2 entered the fleet of the Romanian Naval Forces on the eve of the 97th anniversary of the establishment of the first specialized hydrographic structure in Romania, the Maritime Hydrographic Directorate.

Umbrela Strategică – Constantin Pintilie, CEO and Founder of BlueSpace Technology: The procurement system needs to be reformed, the American model is remarkable

Procurement procedures in Romania need to be re-examined, as the American model, which finances two similar projects, is “exceptional”, declared for Umbrela Strategică Constantin Pintile, founder and CEO of BlueSpace Technoloy, the only local company accredited by NATO as a TEMPEST technology manufacturer.

“The procedure should be re-examined and the most correct solutions identified so that companies that want to produce, that want to participate with their products can do so” declared Constantin Pintilie.

Constantin Pintilie also declared that the poor training of buyers leads to arbitrary, often “aberrant” qualification thresholds.

 Buyer doesn’t bother with other relevant analyses.

“The buyer often comes in and introduces a qualification threshold and says: similar experience in that product/system, have done another one, of huge value, at which he usually buys. It happens because of the poor preparation of the buyer, who doesn’t want to bother with other relevant analyses, for example: the logistic capacity of a supplier to manage the contract, the human capacity to have professionals, people trained in that field.” commented the businessman.

Often, the customer “may want a certain product, but can’t express it clearly” or “simply got the technical specification from somewhere and then it’s the same thing, and someone has told them that this product is a good one, used I don’t know where”, he added.

“What’s really going on? The procurement procedure is open, you find it on a public system, you can find it, but what can you develop in 30 days until submission, you as a unit that has R&D, you want to produce, you have applied research on the product, you want to make product in the country? How could you develop a product in your country in 30 days? You don’t stand a chance,” said the CEO of BlueSpace Tech.

The American model is exceptional, funding two similar projects

Constantin Pintilie said that projects should be discussed with potential customers, beneficiaries, with an anticipation of one to two years, there should be a forecast of projects and funding from certain funds from banks, for the realization of a prototype in the project.

From this point of view, he believes that the American model is “exceptional” because it funds two similar projects.

“The American model is exceptional; it funds two similar projects. For example, in my company I ask colleagues for two solutions, from which I choose the one with the best score. Maybe that would be a way. The buyer should call us in advance, make a fair, fair competition of solutions and we should start working. There are brains in Romania, there are people who want to do, they are used in Romania”, is the opinion of the head of BlueSpace.

Some Romanian companies should be accredited by the government, based on precise criteria

The CEO of BlueSpace Tech said that part of the major defense projects “can be done in the country”, one way being “the accreditation of some companies at government level”.

“Part of the major projects can also be done in the country. The solution would be to accredit some companies at government level. Put some indicators of solvency, experience, technology, research, financial. And accredit a few companies with which the government or the buyer can access a major project. I am convinced that Romanian companies can be part of any project”, Pintilie detailed.

Furthermore, he believes that the private defense industry should be recognized as part of the country’s industrial production and defense system: “It should be put in a fair and direct competition with the state industry, in order to create a mirror of the state industry. When you don’t have a mirror, you think you are the best and the most beautiful, in reality things are different and then a competition based on fair criteria would lead to real progress”.

“Duplicity characterizes us. We have the slogan “we help industry”, but in reality nothing or nothing impressive, nothing that really helps. We’re struggling alone, we’re fighting with big companies. We often skate on empty, at our own expense, on our own hopes,” said the founder of BlueSpace Tech.

Reform the procurement system or “pull the plug” at 4 p.m.

Constantin Pintilie believes that without a reform of the procurement system, companies can’t make domestic products, they can only import and deliver products made by other foreign companies.

“I think that what is happening today, the poor qualification of buyers leads to the imposition of these conditions: a similar experience, the value of the contract, the same product has been made and that’s it, they’re done, they’ve closed the subject, they’ve done their job, they’ve gone home, it’s 4 p.m.”, summed up Constantin Pintilie, general director of BlueSpace TECHNOLOGY.

VLAH project Update

VLAH – Technical details for the first Romanian light armored vehicle


Romanian Light Armored Vehicle (ATBTU)

Light Armored Car (ATBTU), a project announced at the beginning of this year (here the news), whose progress was presented exclusively at BSDA2022, today enjoys a massive media success, as they appeared and we present the results below. the first stage of the project – Feasibility Study.

The first Romanian light armored vehicle (ATBTU), VLAH, represents the proposal of our company for equipping the Romanian Army with a means of combat that will be manufactured 100% in Romania. The finished product is going to be a light armored 4 × 4 car, with a weight of 7 tons and a power load of 2.5 tons, totaling a maximum weight of 9.5 tons. Our goal is for the ballistic protection of the passenger compartment to be at least Level 1, according to the STANAG 4569 standard, and for explosion protection to be at least level 2a (according to STANAG 4569).

BlueSpace TECHNOLOGY intends to develop the VLAH project in partnership with Zetor Engineering, which, on the occasion of the BSDA2022 exhibition, presented a Zetor GERLACH ATV armored vehicle, a viable landmark for the future Romanian vehicle.


Results of the Feasibility Study

In accordance with the research-development contract regarding the newest BlueSpace TECHNOLOGY project, the feasibility study for the realization of the first light armored vehicle made by a Romanian company was completed.

A German model from MTU Friedrichshafen GmbH was chosen for the running gear of the vehicle. As for the gearbox, VLAH will have a new 8-speed model, supplied by ZF Friedrichshafen AG. A significant advantage is the distribution of gears, which can achieve the automatic transition of the 4 × 4 car from hard to easy and vice versa, when necessary, without having to stop the vehicle while driving.

The prototype will be equipped with an all-wheel drive system from ZF Friedrichshafen AG and from Advanced Design Solution in the Czech Republic.

A major desideratum of the company is that the VLAH armored vehicle will be manufactured within Romania’s borders, with as few elements as possible from outside the country, but from the European Union, which is why the all-wheel drive stem and axles are part of the first phase of technology transfer in Romania.

The solution we propose allows easy integration of new technologies, for example changing the engine to an electric one, creating a new, silent hybrid vehicle. Also, given the rapid pace of development of technology for sensor systems, the car can be equipped with an electric generator connected to the engine shaft, to ensure the necessary level of energy. This is extremely important, because these integrated sensor systems considerably improve the safety of the crew, giving them an increased degree of environmental awareness, and therefore a much more precise mobility/maneuverability.

The Ministry of National Defense announced at the end of 2021 the intention to purchase over 1,000 new light armored tactical vehicles, in 9 basic variants .According to the specifications in the document published by MApN, we want a higher percentage of such products manufactured and purchased in Romania, which greatly encourages both the BlueSpace TECHNOLOGY initiative for the armored car prototype and our entire philosophy, to produce as much as you have “in-house”, with our people and capabilities.

BSDA was for us a unique experience, long awaited, but above all, the most authentic business card that BlueSpace TECHNOLOGY has ever had. In the last 2 years, our company, through its projects, has been a strong topic of interest for specialized news, but on the occasion of BSDA2022 we have shown concretely our capabilities, but also the importance of their existence locally.

Although our debut at this fair, as a Romanian manufacturer in the Defense Industry, took place at the 2018 edition, this year we returned with a considerable upgrade. With a 70 sqm stand, we hosted some of our most important and strategic partners:

During the 3 days of the event, we used few words, and the equipment and solutions exhibited spoke for us. Romanian Light Armored Vehicle (ATBTU)

It is extremely likely that you have heard about the prototype Light Armored Vehicle (ATBTU), a project announced at the beginning of this year (here the news). During BSDA2022, the results of the first phase of the project were presented for the first time, and in the gallery below you can find the 3D projections of the chosen chassis resulting from the feasibility study.

The first Romanian light armored vehicle (ATBTU), VLAH, represents our company’s proposal for equipping the Romanian Army with a means of combat that will be manufactured 100% in Romania. The finished product of the project is a 4×4 light armored car, with a weight of 7 tons and power load of 2.5 tons, totaling a maximum weight of 9.5 tons. Modernization project of the TR-85 tank

Another extremely important project in our repertoire, also presented at BSDA2022 and addressed to the Romanian Army, is the project to modernize the TR-85 tank, providing a technical solution for stabilizing the turret. The project, carried out in partnership with the Military Technical Academy “Ferdinand I”, will also include the improvement of the optical system and the fire control system.

BlueSpace TECHNOLOGY brings a technical solution for earth stabilization, replacing the hydraulic system with an electro-mechanical one, to be integrated in partnership with Curtiss-Wright, who participated with us at BSDA2022 with. It also aims to extend the technical solution of the present project with solutions for modernizing the optical and fire control systems, which would significantly improve the accuracy of the tank gun.

Conference and visitors

As mentioned at the beginning, the BlueSpace TECHNOLOGY booth was one of the most popular at BSDA2022, being constantly visited throughout the 3 days of the event. During the exhibition, I had the great opportunity to discuss with a number of Romanian officials, including the Minister of Defense, Vasile Dîncu, and the Chief of Defense Staff, Daniel Petrescu, about a series of development programs in the field of defense.

Moreover, BlueSpace TECHNOLOGY representatives addressed the official delegations within the Naval and Land Forces panels, for the latter, the company being even sponsor of the event. Along with Mr. Constantin Pintilie, Founder and CEO of BlueSpace TECHNOLOGY, the panel dedicated to the Land Forces was also attended by representatives CurtissWright and TheissenTraining Systems Gmbh.

BlueSpace TECHNOLOGY – qualified following pre-selection by Ministry of Economy for Project of Interest Common European in Microelectronics and Communication Technology (IPCEI ME/CT)

Bucharest, March 07, 2022: BlueSpace TECHNOLOGY is one of the 8 companies in Romania, qualified following the preselection made by the Ministry Economy for the Project of Common Interest European in Microelectronics and Technology Communications (IPCEI ME/CT). For projects of microelectronics in Romania will be invested 500 million euro, through the National Recovery and Resilience Plan.

The project we proposed within the program IPCEI ME/CT funding, addresses some extremely important areas and in a fast process of development within the European Union, namely: micro electrics and cybersecurity. The title of the project is: “SoC – based solution for future cryptographic communication systems and security in new quantum process of innovation”, whose concept scientifically makes a significant contribution to the objectives. The Union, integrating into the development plan of internal technological resources, strengthening the chain value of electronic components and systems in Europe. In addition, the field of microelectronics and the advance technological from this branch of modern engineering It is increasingly an efficient industry

energy, thereby meeting the Union’s objectives for an ecological and sustainable development.

The project will be developed in partnership with “Dunarea de Jos” University of Galati [https://www.ugal.ro/], with which BlueSpace TECHNOLOGY [https://bstech.ro/] has developed over time unique projects, being an essential partner in collaborations dedicated to research, development and innovative implementation, meeting real needs, current of contemporary society.

What will we do?

The project will start in 2022 and will have an implementation period of approximately 5 years, until the end of 2026, when it will be completed with the First Industrial Deployment (FID), following in 2026 start mass production of micro cryptocurrency.

The value of the project was estimated at 11 million €, including costs for construction of a factory dedicated to the production of microelectronic devices.

In this project we aimed to make the device to encrypt the information we develop in present with digital certificates to be transformed into a microchip to be widely used in the field of cryptographic, by integrating a micro Cryptor into everything electronic devices. Thus, we respond to a need real generated by the severe risks that attacks cyber networks have lately erected them on the territory of Europe and beyond. Protection of transmitted information continuously in a society dependent on communication is imperative to enable communities to function and develop in a normal pace, and today’s technologies allow R&D companies innovative to implement optimal, necessary solutions and sustainable to facilitate the community.

In view of the Union’s objectives, the project was developed in such a way that the research part of itself be independent from the implementation phase, and the factory built will also be able to serve in the future for development of new products based on microelectronics.

An extremely important aspect is the European Union initiative to lay the foundations of a complete industry

independent of external resources. That’s why we Through the proposed project we want to contribute to

The implementation of the VLAH (Autonomous Hydrated Fighting Vehicle) project will start at the beginning of 2022 and represents the BlueSpace TECHNOLOGY proposal for equipping Romania’s national defense system with a state-of-the-art means of combat, which will be produced in the country. The finished product of the project is a light 4×4 armored car, weighing 9 tons and integrated into the national defense industry. It is the first armored vehicle that can be made entirely in the country and is just one example of local development capabilities and possibilities

In the process of assembling the technical solution, BlueSpace TECHNOLOGY was looking for a strong partner in the military car industry, which can provide a solid foundation, corresponding to a future armored car production line in Romania. Thus, on February 14, 2022, a collaboration contract was signed with Zetor Engineering, a company from the Slovak Republic, an internationally recognized manufacturer of armored cars, with 75 years of experience in the automotive industry

First Romanian Light Armoured Vehicle

Design of the armored vehicle began earlier this year, followed by a significant investment in the production, testing and approval of the prototype. It will be the largest project in the Romanian car industry and a premiere for the national defense industry.

Export of TEMPEST equipment to Hungary


BlueSpace TECHNOLOGY enters the Hungarian market by selling own romanian TEMPEST equipment. Thus, it becomes the only Romanian exporter on this branch of technology.

In this context, we announce the new TEMPEST AiO UHD product with a diagonal of 27”, with high information processing performance, which will considerably improve the experience of TEMPEST equipment users. The system is equipped with the 10th generation i7 Processor, RAM memory up to 64GB DDR4-2666, 4K UHD graphics interface at 60H and many other technical specifications corresponding to a state-of-the-art product.

In addition, the AiO product is designed with special data protection functions, being a TEMPEST level A system according to NATO SDIP 27/2 and EU IASG 7-03, which has the encryption of data from the SSD and the prohibition of extracting the storage medium without biometric confirmation of the person’s identity.

As special measures to allow the display of classified data in rooms equipped with projectors or larger display devices, a 4k UHD video output port with 60Hz with fiber optic interface has been provided, equipped with both peripheral identification measures authorized display as well as with the function of interrupting the display when opening the room door.

Both the configuration and the special security functions of the equipment are flexible and allow a high degree of adaptation to the specific requirements of the beneficiaries.
